Shields began his career with the department in 1977 as a correctional officer at Caledonia Correctional Institution where he later served as a sergeant and lieutenant.

In 1987 he was promoted to assistant superintendent at Gates Correctional Center. He transferred to Hoke Correctional Center in 1989, serving as assistant superintendent and superintendent before becoming superintendent of Craven in 1995. u
