Prison Program Description: Mutual Agreement Parole Program

PurposeThe Mutual Agreement Parole Program is designed to prepare selected inmates for release through structured activities, scheduled progression in custody levels, participation in community based programs and established parole dates. It is a program which was established jointly by the Division of Prisons and the Parole Commission.
Criteria for ParticipationThere is no parole for offenders who committed crimes after October 1, 1994 who are sentenced under Structured Sentencing. Only offenders who committed crimes before that date and were sentenced under Fair Sentencing or earlier criminal sentencing laws in NC may be considered for parole or MAPP.

MAPP participation is available to inmates who are within three years of parole and meet the following criteria:

  • Must be in medium or minimum custody;
  • Not be subject to a detainer or pending court action which could result in further confinement;
  • Be infraction-free for a period of 90 days prior to being recommended;
  • If sentenced under the Fair Sentencing Act, is otherwise eligible for 270-day parole or community service parole;

 

Program OperationThere should be a recognizable need on the part of the inmate for involvement in the MAPP program and the inmate should express a desire to participate in improving educational achievements, learning skills, personal growth programs and modifying specific behavior.
