Effective Dec. 1, 2009 Rowan Correctional Center becomes a minimum security unit attached to Piedmont Correctional Institution. Inmate mail should be sent to the Piedmont CI mailing address.
The Rowan Correctional Center, near Salisbury, is
a minimum security prison for adult males.
Rowan was one of 51 county prisons for which the state assumed responsibility
with the passage of the Conner Bill in 1931. It was one of 61 field unit prisons
renovated or built during the late 1930’s to house inmates who worked building
roads.
Original dormitories at the prison continue to house inmates today. In 1976,
inmates built a 28 single cell unit for placing inmates in administrative and
disciplinary segregation.
The General Assembly provided for a 50 bed dormitory in the $28.5 million
Emergency Prison Facilities Development Program authorized in 1987. Lawmakers
also provided another 50 bed dormitory as part of the $87.5 million prison
construction program authorized in 1993.
Rowan-Cabarrus Community College works with the prison to provide classes for
Brick Masonry School. Substance abuse programs are also available, the latest
one being New Directions. The Transition
Aftercare Network Program is also available at Rowan to assist in training
inmates in coping and cognitive skills for a successful transition before and
after release. Additionally, the Think Smart Program is offered wherein
carefully selected and trained inmates speak in schools, to civic groups and
other public gatherings, relating personal experiences leading to their
confinement.
Inmates may work at a number of jobs. They may be assigned to work on Department
of Transportation road crews or trash crew, or at the prison as maintenance,
grounds, clothes house or kitchen help.
Rowan has two 10-men Community Work Crews who may be contracted by federal,
state and/or local government agencies for work and one Litter Pickup Crew.
Also, this facility has a Work Release Program wherein qualified inmates are
allowed to leave the prison each day to work within the community and then
return to the unit when their work is finished.
Visitation for the regular population is conducted on Saturday only. Segregation-assigned inmates’ visitation is conducted Monday thru Friday
by appointment only. All visitors must be on the approved Inmate Visitation
List.
DIRECTIONS: Take I-85 to Salisbury, to Peeler Road, Exit 71. Take Peeler
Road west for one mile to N.C. Highway 29. The unit sits at that intersection.
Nearby is the Piedmont Correctional Institution.
