JobStart-II: Returning Offenders To Employment - A Prison-To-Work Project
* Note: The project ended Sept 30, 2006.
The Office of Research and Planning provides research, planning, program development and decision support services to staff in the Department of Correction so they can make informed policy and operational decisions.  These  services are also provided to members of the NC General Assembly, state officials and the general public.  This office serves all divisions of the department, often facilitating inter-divisional projects, and assisting in developing legislation, evaluating and revising policies and procedures, and planning or implementing new departmental initiatives.
Decision Support:
Provide aggregate statistical information and software applications to assist managers and staff with policy and implementation decisions.
Statistical Publications - DOC Annual Statistical Reports and other statistical documents produced by Research and Planning, including Research Bulletins, offender populations and answers to frequently asked questions.
Research and Evaluation:
Coordinate a variety of internal and external projects to evaluate program effectiveness and report outcomes to policy makers.
Research Guidelines - Policies and procedures for conducting human subjects and statistical research within the Department of Corrections.  Download forms required for submission to Human Subject Review Committee and find information about how to submit a research proposal on line.

Research and Evaluation Publications - Documents reporting on research projects and program evaluations, such as:  Monitoring and Evaluation Guide for Criminal Justice Partnership Programs, Lessons Learned: Best Practices for Criminal Justice Partnership Programs, High Risk Families: Probationers and Their Children, Report on Trends in North Carolina Probation and Prison Populations After the Structured Sentencing Act.  There is also a list of topics for which materials are available in the Office of Research and Planning Library.

Planning/Policy Analysis:
Lead the Department's efforts to institutionalize strategic planning in the operational divisions, organizes and facilitates meetings of work groups engaged in planning activities.
Corrections Futures - Information about the department's long-term strategic planning efforts.

Planning Publications - Documents regarding implementing a strategic planning process, and information about other projects, such as:  Strategic Planning for Corrections Handbook, and 1998-2003 Research and Planning Strategic Plan and most recent update.

Program Development and Special Projects:
Direct special program development and federal grant projects.

Special Projects Publications - Documents regarding special projects, such as: 1998-2003 Research and Planning Strategic Plan and most recent update, Research and Planning Annual Report, and The Offender Management Model.
Cognitive Behavioral Interventions (CBI) - Cognitive Behavioral Intervention programs present offenders the opportunity to alter the course of their thinking that in the past led to criminal behavior.  CBI is used as part of the rehabilitative process for offenders to help them understand their attitudes and expectations, and societal expectations.  It also creates an awareness of the consequences of their abusive or criminal actions.  The premise is that offenders will change, if through such programs they understand the precursors and consequences of their actions.  Professional correctional staff or treatment and education providers can all be trained to work with offenders in cognitive behavioral training programs, and reinforce the concepts in day to day encounters.
Going Home Initiative - Joint venture between the North Carolina Departments of Correction, Health and Human Services, and Commerce and the NC Community College System.

JobStart-II: Returning Offenders To Employment - A Prison-To-Work Project - The goal of JobStart-II, an offender-reentry initiative funded by the North Carolina Governor’s Crime Commission, is for selected inmates having job-ready skills to secure and retain employment matching their skills following reentry to the community. * Note: The project ended Sept 30, 2006.
