Data Element Definitions


Age - for entries and exits, the offender's age on the date of interest; for population, the offender's age at the end of the period. Values default to a range of age 13 to age 105, which will return data for all ages. This range is modifiable.
 
Age Group, Pre-Defined - for entries and exits, the offender's age on the date of interest; for population, the offender's age at the end of the period. This element provides automatic age groupings (less than 20, 20 to 24, etc.) rather than individual ages.
 
Age Group, User-Defined - for entries and exits, the offender's age on the date of interest; for population, the offender's age at the end of the period. This element enables the user to define age groups..
 
Assigned Security Level - the supervision level actually assigned (probation/parole data only). For entries, the first assigned security after intake; for exits the last assigned level prior to termination; for population, the last assigned level before the end of the period. Valid values for this data element are:
 
Admin 1 or Admin 2 - unsupervised due to offender status (supervised in another state, in jail, etc.)
High Risk - supervision level with greatest number of contacts
Intensive - highest level of supervision; must be court ordered
Maximum - intermediate level of supervision between High Risk and Minimum
Minimum - lowest level of supervision
Unknown - default record value - no information has been provided.
 
Behavior Assessment Level - the offender's custody assignment as derived from the classification instrument used by the divisions. (The Division of Prisons' classification instrument derives a prison custody level, while the Division of Adult Probation/Parole's instrument derives a supervision level.) The most recent classification prior to the date of interest is returned. Values for this data element are:
 
Close - highest prison custody level; armed perimeter security and single cell housing (generally)
High Risk - highest level of probation or parole supervision
Maximum - intermediate level of probation or parole supervision
Medium - intermediate prison custody level; armed perimeter security and dormitory housing (generally)
Minimum - lowest level of probation or parole supervision
Minimum 1, Minimum 2, Minimum 3 - lowest prison custody level; minimum custody inmates often perform work assgnments within the community and are allowed to participate in the work release program once promoted to Minimum 3
Unknown - default record value - no information as been provided.
 
Citizenship - offender citizenship based on self-report.
 
Country of Birth - offender birth country based on self-report.
 
County of Conviction - sentencing county for most serious crime based on commitment.
 
County of Residence - the county where the offender last resided based on self-report.
 
Crime Category - general category for most serious offense based on groupings established by the NCDOC Office of Research and Planning.
 
Crime Class - the statutory crime class of the most serious offense based on commitment. Felon offenses are categorized by letter (Class A through Class I for Structured Sentencing convictions and Class A through Class J for Fair Sentencing convictions). Class "A" offenses (First Degree Murder ) are the most serious, while Class I is considered the least serious.
 
Date of Entry - date offender entered prison or began a period of probation/parole supervision ( entries only). The date range can be modified.
 
Date of Exit - date offender was released from prison or was removed from probation/parole supervision ( exits only). The date range can be modified.
 
Entry Jud. Dist. - the probation/parole judicial district where the offender begins supervision.
 
Entry Reason - legal justification for the offender's admission to prison or intake onto probation or parole supervision (entries only). This data element is more informative when used as a subcategory of the "Type of Entry" element.
 
Entry Unit - the prison unit receiving the offender (prison data only), or the Division of Probation/Parole Branch Office where the offender begins supervision (probation/parole data only).
 
Ethnic Group - offender ethnic origin based on self report, such as Hispanic, American Indian, etc..
 
Exit Reason - legal justifiction for the offender's release from prison (prison exits only). This data element when used as a subcategory of the "Type of Exit" element is more informative than when requested separately.
 
Exit Unit - the last prison unit where the offender was assigned prior to release (prison exits only).
 
Felon-Mis. Status - felon or misdemeanor status of the most serious offense; for entries, the status of the most serious offense at the time of intake; for exits, the status of the most serious offense at the time of termination; for population, the status of the most serious offense at the end of the reporting period.
 
Legal Status - the offender's status regarding prison and/or parole and/or probation. It is possible for offenders to be in prison for one crime and concurrently under parole or probation supervision for another.
 
Most Serious Offense - the offense for which the offender was committed to prison or placed under probation/parole supervision. If the offender was convicted of multiple crimes, the most serious offense is derived based on the most serious crime class among the offenses, the crime with the longest sentence (if the crime classes are the same), and the most serious individual crime (if the crime classes and sentence lengths are the same).
 
Offender Eye Color - obtained through observation of the offender at the time of admission.
 
Offender Hair Color - obtained through observation of the offender at the time of admission.
 
Offender Height - obtained by measurement of the offender at the time of admission.
 
Offender Marital Status - based on offender self report at the time of admission.
 
Offender Skin Complexion - obtained through observation of the offender at the time of admission.
 
Offender Status - status with respect to prison, or with respect to probation/parole depending on the type of report selected. This data element may not be entirely accurate and is undergoing validation.
 
Offender Weight - obtained by weighing the offender at the time of admission..
 
Offense Qualifier - the offender's level of participation in the offense. A qualifier of "principal" indicates the offender committed the offense; other qualifiers such as "attempt to commit" are self explanatory.
 
Prior Record Level - the Structured Sentence prior record level from the commitment. For pre-structured crimes, no prior record level is recorded and this element will return "?". The offender's criminal history, as well as the seriousness of the offense, determines the punishment in Structured Sentencing. Prior record levels range from I to VI. A Level I prior record assignment is given offenders with minimal criminal histories, and a Level VI prior record assignment is given offenders who have a significant criminal history.
 
Probation Revocation Switch - tag to indicate whether the prison admission resulted from a probation revocation (prison data only). Information for this data element in conjuction with crime data may be misleading, as the offender may be serving sentences for several crimes and the "switch" is turned on if any of his commitments resulted from a probation revocation.
 
Punishment Type - the level of punishment for Structured Sentence convictions or the type of conviction for pre-structured convictions. (This data element also tags Driving While Impaired convictions, Safekeeping admissions, etc.). Structured Sentencing punishment types are Active (prison confinement), Intermediate (split sentences, IMPACT boot camp, intensive supervision, etc.), and Community (routine probationary supervision).
 
Race - the offender's race based on self-report.
 
Sex - the offender's sex.
 
Supervision Type - the type (probation/parole) supervision (probation/parole data only). Offenders may be under regular or intensive supervison, as well as being under both probation and parole supervision (dual supervision) at the same time.
 
Tot. Max. Cons. Sent. Len. - Total maximum consecutive sentence length (prison data only). The total obligation for all sentences, accounting for concurrent and consecutive terms. Sentence length groupings are established for this data element.
 
Type of Entry - the type of prison or probation/parole supervision entry (entries data only). Offenders are admitted to prison with new convictions, after revocation of probation or parole, or for other specific reasons. Offenders enter probation/parole supervision as a result of new convictions, or as a result of supervision level change.
 
Type of Exit - the type of prison exit or type of probation/parole supervision termination (exit data only). Offenders are released from prison at sentence expiration, upon parole, or for other specific reasons. Offenders are terminated from probation/parole supervision upon successful completion, revocation, or for other specific reasons.
 
Unit on Pop. Date - the prison population (by unit), or the number of probationers/parolees supervised (by branch office) on the last day of the period selected (population data only).
