Prison escapee captured MORGANTON – Inmate Neal Tregre, who escaped from Western Youth Institution on Aug. 12, is back in state custody after Division of Prisons staff captured him in Charlotte late Wednesday night. Charlotte-Mecklenburg police officers helped arrest Tregre near downtown Charlotte. Tregre now faces escape charges and other charges for crimes he allegedly committed during his escape. He already is serving a sentence of three years and three months after being convicted of breaking and entering in Craven County. Another inmate, Randy Green, escaped with Tregre on Aug. 12, but was captured a few hours later. The two minimum custody inmates were assigned to an educational program and escaped from the training site located on Mt.
