Inmates help coastal communities clean up after Charley Minimum-custody inmates from five state prisons have mobilized to help North Carolina coastal communities clean up after Hurricane Charley. They are cleaning up downed limbs and debris left behind by the storm and by tornadoes that were reported in some areas. These inmate community work crews are supervised by correctional officers and assigned work by local governments and other public agencies. They are working in these areas:
