Prisons shifts management of female facilities

 Annie HarveyRALEIGH - The Division of Prisons has established a Female Command, an organizational change that shifts DOP’s focus on managing facilities for female inmates.

Annie Harvey, previously warden at N.C. Correctional Institution for Women, has been named Female Command manager.

Bob Lewis, director of the Division of Prisons, said the new command will allow DOP to manage all female facilities from one management structure.

“This concept will enhance our efforts to be more consistent operationally and improve our efforts to stay current nationally as it relates to female issues and best practices on the state and national level,” Lewis said.

In the 1980s, DOP operated with a similar structure, which was nationally recognized as a management model for correctional facilities that have common missions, policies and services. In 1998, the division was reorganized into geographic regions.

 Lewis noted that the number of female offenders entering prison continues to increase, presenting a variety of complex population management challenges.

 “The establishment of the Female Command structure will be greatly helpful as we continue to deal with these challenges,” Lewis said.

The Female Command manager will report to the DOP deputy director, along with the division’s regional directors.

“Ms. Harvey enters this important role with vast knowledge and experience in prison management and female offender issues,” Lewis said. “In addition, she has considerable experience as a national consultant for female offender issues and is considered a proactive leader on the national level in this area.”

Harvey is the president of the National Association of Women Executives in Corrections.

 NC CIW warden since 2000, Harvey began her professional career in 1986 as an officer at Fountain Correctional Center for Women. She rose through the ranks, assuming her first superintendent position in 1997 at North Piedmont Correctional Center for Women.

 Harvey, a native of Wayne County, is a graduate of Charles B. Aycock High School. In 1995, she graduated magna cum laude from Shaw University with a bachelor’s degree in public administration.
