Jeff Joines named assistant division chief
ASHEVILLE Jeff Joines has been promoted to assistant division chief of the Division of Community Corrections Fourth Judicial Division. Joines, the former judicial district manager of District 25-B in Catawba County, fills the position previously held by Charles White and George Pettigrew, both who retired last June.
As assistant division
chief, Joines will assist Division Chief Roger Haynie in
all matters involving the Fourth Division including
fiscal and personnel issues. Joines will have direct
oversight of the nine judicial district managers in the
Fourth Division, which encompasses 25 western counties. "As assistant judicial division chief, I am excited about the new case management strategy and believe DCC is ready to move into the 21st century," he said. Joines began his career with the Department in 1977 as a probation and parole officer. He was promoted to chief probation and parole officer in 1982, supervising staff in Caldwell, Watauga and Alexander counties. Joines became judicial district manager of District 25- B in 1995. "Jeff Joines extensive experience with the Division of Community Corrections will enable him to be an effective leader within the Fourth Division," Secretary Theodis Beck said. "As the Division of Community Corrections prepares to undergo several changes, Mr. Joines expertise will be an asset to the Fourth Division." |

A native of Wilkes County, Joines received his bachelors degree in history from Appalachian State University. He is a graduate of the Certified Public Managers Program and the Departments Interaction Management Skills Program. He also holds advanced correction certification from the North Carolina Justice Education and Training Standards Commission.
A charter member and past-president of the Caldwell County Rotary Club, Joines was the recipient of Rotarys highest honor in 1988, the Paul Harris Fellow.
He was recently inducted into the American Legion Baseball Hall of Fame and the Caldwell County Sports Hall of Fame for his work as a radio sports broadcaster.
Joines and his wife, Rita, have two sons, Justin and Wesley.
