Recovery projects at NCDOC
1) Judicial
Services Court
Intake Process-Urban Areas.
This award from the Governor’s Crime Commission is part of the
stimulus funding allocated to North Carolina from
the U. S. Department of Justice.
This project funded under ARRA, will establish thirteen,
time-limited, new Judicial Services Coordinator positions to perform
court intake services, monitor low risk-low needs offenders and perform
other administrative duties related to offender case staffing that are
currently performed by probation officers.
This will relieve certified officers of these administrative
functions returning them to the field for community supervision of
offenders. This funding was
supported in the Governor’s stimulus funding plan.
First year funding for this award is $604,545 with anticipated
second year funding of $630,765.

2)
Interoperable Community
Corrections Communications.
This award from the Governor's Crime Commission is part of the
stimulus funding allocated to North Carolina from the U.S. Department of
Justice. This project funded under ARRA, will replace analogue
communication devices with 800 MHz (VIPER) radios that are consistent
with law enforcement agencies. This will enable DCC probation
officers to have access to a statewide communications system along with
local law enforcement agencies which is critical to officer safety.
An immediate need has been identified in 22 counties for replacement of
radios to VIPER compatible radios due to law enforcement upgrading to
the VIPER network. This funding provides for the purchase,
programming and training of staff on the use of the radios This
funding was supported in the Governor's stimulus funding plan.
Funding for this award is $1,264,689. There is no match.

3)
Substance Abuse Treatment Program – Tyrrell Prison Work Farm.
This award from the Governor’s Crime Commission is part of the
stimulus funding allocated to North Carolina
from the U. S. Department of Justice. This program funded under ARRA
will establish four time-limited substance abuse professionals to
continue the Tyrrell substance abuse treatment program through FY
2009-2011. In FY 2007-2008,
the Department screened over 17,500 adult male offenders.
Roughly 59.4% were identified as needing residential substance
abuse treatment and over 61% of those were in need of brief/intermediate
treatment. This will
preserve the substance abuse program at the Tyrrell facility for two
years while providing a 58 bed minimum custody, substance abuse
treatment program using a therapeutic community treatment model.
First year funding for this award is $219,514 with anticipated
second year funding of $206,514.

4) NCDOC Re-entry Initiative - Certified Communication.
This project will implement training that will enable offenders to earn
certificates in low voltage wiring applications. Through a 180 hour
curriculum, participants will learn marketable skills that will enhance
employability. NCDOC will partner with the NC Community College System
for training. This training will provide at least four
industry-recognized certifications that will increase the marketability
of the offenders upon release.

5) Correction Enterprises Reentry Job Placement.
This award from the NC Governor’s Crime Commission will fund a
contractual job placement coordinator who will focus on locating job
opportunities for ex-offenders who were trained by Correction
Enterprises or the Inmate Construction Program and were certified by the
NC Department of Labor while incarcerated. This contractual position
will market offenders to business and industry throughout North Carolina.

Individuals with Disabilities Education Act
(IDEA).
This award from the N.C. Department of Public Instruction is part of the
stimulus funding allocated to North Carolina from the U.S. Department of
Education. These funds are to be focused on improved teaching and
learning that will have a positive impact on the offenders involved and
are for the excess costs of providing special education and related
services to offenders with disabilities, except where IDEA specifically
provides otherwise. Funding for this award is $146.713. There is
no match.
